Russia Strikes Ukraine: Protective Shelters Fill as Cross-Border Diplomacy Intensifies

At least one person died and 15 were injured in Russian attacks on Kyiv and Kharkiv that filled protective shelters, occurring as cross-border diplomacy intensified. The strikes forced civilians into emergency shelters while multiple diplomatic channels pursued peace across international borders.
Mayor Vitali Klitschko issued urgent warnings that Kyiv was “under a massive enemy attack,” instructing residents to remain in protective shelters. The strikes targeted residential buildings, resulting in casualties and extensive damage. Heat and water infrastructure sustained significant damage, leaving parts of the city without essential services.
In Kharkiv, Iranian-manufactured Shahed drones attacked multiple residential complexes, sending residents into protective shelters, as confirmed by Mayor Igor Terekhov. The drone strikes caused widespread damage to civilian housing, continuing Russia’s pattern of targeting non-military areas. The northeastern city’s protective shelters filled as bombardment continued.
Despite the violence requiring protective shelters, cross-border diplomacy intensified with American, Russian, and Ukrainian representatives meeting in Abu Dhabi. The UAE foreign ministry described the two-day talks as focused on “promoting dialogue and identifying political solutions to the crisis.” Separately, President Putin met with Trump’s envoys, demonstrating multiple diplomatic channels operating across borders.
Ukrainian President Zelensky announced that peace proposals were “nearly ready” following his meeting with President Trump. He proposed creating a free trade zone in eastern Ukraine under Kyiv’s control. The intensifying cross-border diplomacy involved multiple tracks, with all parties committed to continuing weekend negotiations.
